Winnipeg TCU procedures



Airspace

The Winnipeg TCU provides terminal control for the Winnipeg TCA

The Winnipeg TCA covers Winnipeg Intl. (CYWG), St. Andrews (CYAV), Portage (CZPG), and a few smaller uncontrolled airfields.
The TCA extends to FL230 and is class D transponder airspace below 12'500ft, and B, then A above that.

This document only covers Terminal procedures. For aerodrome procedures of airports within the TCA please visit their designated pages in the menu to the left.

 

SFI Codes

Use the following SFI codes when appropriate.

  E All aircraft landing on runway 13
  S All aircraft landing on runway 18
  W All aircraft landing on runway 31
  N All aircraft landing on runway 36
  A All aircraft landing in CYAV
  P All aircraft landing in CYPG

 

Sectors

Arrivals

CYWG_APP "Winnipeg Arrivals " *

The arrivals sector is responsible for the Winnipeg TCA
Winnipeg (DR/FL) Clear all departures to FL230 or flight planned altitude, whichever is lower. Transfer departures to the North, East, South-west to Broadview (DR). Departures to the East or South will be transferred to Falcon Lake (FL).
When in a one-man configuration the radio callsign for departing aircraft is "Departures", for arriving aircraft radio callsign is "Arrivals", and for transiting aircraft it's "Terminal"

Departures

The departure sector may only be opened with prior permission, for special events. There is no clear division between the two sectors - basically you protect each other's airspace. The Departures sector will manage overflights.
  Same as Arrivals.

Low Terminal

The VFR advisory sector may only be opened with prior permission, for special events. This sector will talk to all VFR traffic in class D airspace, and ensure separation with IFR departures and arrivals.
Maintain constant contact with both IFR sectors to determine where IFR flights will be vectored.
For departing aircraft radio callsign is "Departures", for arriving aircraft radio callsign is "Arrivals", and for transiting aircraft it's "Terminal"

Arrival technique

Winnipeg International

Arrivals will be routed via the following routes.

Winnipeg Centre will hand off aircraft to "Winnipeg Arrivals' on 119.50 at the altitudes and positions listed above or as requested.
All aircraft are to follow a STAR initially, but may be turned off for traffic if required. Pilots refusing to follow a STAR will be handed off a little early and will have to be assigned a heading that will keep them as close to the STAR as possible.

Avoid descending non-straight-in traffic below 5000ft until downwind of the departure runway to ensure separation with aircraft climbing to 4000ft on the SID

Do not vector aircraft over the city if possible.

St Andrews and Portage

Arrivals to these two airports will be vectored direct to their destination. Be careful not to vector St Andrews arrivals through the departure path of Winnipeg Intl when in a northerly configuration.

 

Departure technique

General

Be cautious when vectoring departing and arriving traffic to avoid conflicts created by altitude - or lack thereof. There are no pre-determined techniques at any airports.

When departures is split from arrivals avoid vectoring traffic through the STAR routes between 5 000ft and 9 000ft to avoid conflicts.
