The Capital unit of the Montreal ACC provides terminal control for the Quebec and Ottawa TCAs. The controllers are checked out to work both airports - sometimes simultaneously.
IVAO simulates 2 sectors of this unit, Quebec Terminal (QC) and Ottawa Terminal (OW)
When only one station is online this station - regardless of callsign - provides service for both Ottawa and Quebec, as in the real world.
QC is considered the 'primary' sector and should be opened first, however if a controller prefers to control

All aircraft are to follow a STAR initially, but may be turned off for traffic if required. Pilots refusing to follow a STAR will be handed off a little early and will have to be assigned a heading that will keep them as close to the STAR as possible.Avoid descending non-straight-in traffic below 6000ft until downwind to ensure separation from departures. Do not vector aircraft over the city if possible.
Quebec
No STARs exist in Quebec, so traffic will be routed to the Quebec VOR for vectors to final. Arrivals via V318 and V3/98 are prohibited due to interaction with departures.
Montreal or Boston Centres will hand off aircraft to "Quebec Arrivals " cleared to: 8'000ft for V316, and 14'000ft for all other entry points, or as requested.
Do not vector aircraft through the Valcartier restricted zone. It extends to 17'000 which makes flying over it impossible.
General
Be cautious when vectoring departing and arriving traffic to avoid conflicts created by altitude - or lack thereof. There are no pre-determined techniques at either airports.
