Montreal Area Control Centre procedures

Airspace

The Montreal Area Control Centre (ACC) is responsible for all airspace in the Montreal FIR, excluding that of the Montreal, Ottawa, Quebec and Bagoteville Terminals, when these units are in operation.

In addition parts of the East subsector above FL290 is delegated to Gander and Moncton, when these units are in operation, and the high level (FL290+) Timmins sector of the Toronto FIR is delegated to Montreal permanently. Finally Montreal's Valley sector controls a good chunk of airspace within the Toronto FIR adjacent to Ottawa below FL240.

Sound complicated? Well it is.. but the maps on the right should clear the fog. All these peculiarities make the Montreal ACC a very demanding position, and proper understanding of the following procedures, as well as those of the airports within the FIR is essential.

Service in French should be provided whenever possible in the entire Montreal FIR.

Sectors and Frequencies

Drummond - DD (Primary)

Description:
The Drummond sector is responsible for the high level airspace (>FL290) in the south western corner of the FIR. Although it is one of Montreal's smaller sectors it is probably the busiest one as it handles all initial descent for Montreal, Quebec and Ottawa, as well as large amounts of traffic en-route.
Co-ordination:
Granby (GR) Clear all Montreal terminal arrivals to descend to FL290 and transfer passing FL320 or clear of conflict.
Ensure CYUL arrivals are routed via OMBRE V352 MAIRE MAIRE arrival, and CYMX arrivals via BLAKK V3 CATOG CATOG arrival.
Vallie (VA) Ottawa arrivals via YUL V316 shall be descended to FL280 to be level 15 miles before YUL and transferred directly to the Vallie sector.
Moncton (QM) When Boston ARTCC is closed traffic en-route via J500, J509 and J564 may be transferred directly 80-60nm inside Boston's airspace.
Toronto (YZ) See letter of agreement

Others Co-ordonate individually as required. Automatic hand-offs may be used for en-route traffic.
Consolidation:
Drummond is the primary sector of the Montreal ACC, and therefore assumes control for all unmanned sectors, as well as the Montreal, Ottawa, Quebec and Bagotville terminals.

Granby - GR

Description:
The Granby sector covers the low level airspace (<FL280) between Montreal and Quebec to the north and south of the of the St. Laurence river. Granby manages arrival spacing for Montreal arrivals via MAIRE, CATOG and UFX; Quebec Arrivals from the West as well as departures from the above airports and low-level service for some rural airports.
Co-ordination:
Drummond (DD) Clear all traffic to FL280, transfer passing FL250, or clear of conflict.
Vallie (VA) Ottawa arrivals via YUL V316 shall be descended to FL240 to be level prior to hand-off. Traffic en-route above FL280 will be transferred directly to Vallie by Drummond, and no point-out shall be requested.
Ottawa arrivals via YMX V363 shall be descended to FL220 to be level at YMX.
La Grande (GL) Westbound traffic on J542 shall be transferred directly to La Grande sector.
Quebec (QC) Quebec arrivals shall be cleared to 8'000ft.
Montreal (MQ) Montreal Terminal arrivals shall be descended and transferred according to the the tables below.

Bagotville (BG) Bagotville arrivals shall be cleared to 14'000ft.
Consolidation:
Granby may assume control for the Vallie sector and it's dependences, the Montreal and Quebec terminals, as well as the Bagotville terminal if Hauterive is not operational.

Vallie - VA

Description:
The Vallie sector controls the low level airspace (<FL280) west of Montreal within the Montreal FIR, as well the south eastern corner of the Toronto FIR below FL240. Vallie manages Montreal arrivals via FRANX and YMX, westbound departures, as well as all Ottawa traffic. Primary conflict points are MSS and V316 between YUL and YOW where arrival and departure routes cross.
Co-ordination:
Drummond (DD) Clear all traffic to FL280, transfer passing FL250, or clear of conflict.
Granby (GR) Transfer Eastbound Ottawa departures directly to Granby after receiving a point out from the Montreal Terminal.
Montreal (MQ) Montreal Terminal arrivals shall be descended and transferred according to the the tables below.

Hauterives - HV

Description:
The Hauterives low level airspace (<FL280) in the south-eastern part of the Montreal FIR. Airspace above FL280 in this area is controlled by the Moncton and Gander ACCs, and therefore the HV sector doesn't see a high amount of through-flights.

Clear all traffic to FL280, transfer passing FL250, or clear of conflict.
Quebec (QC) Clear all Quebec terminal arrivals to descend to 12'000 and transfer prior to entering the Quebec TCA.
Ensure Quebec arrivals are routed via V316 SIMTO. Arrivals via V360 must be co-ordinated individually; arrivals via V98 are prohibited.
Bagotville (BG) The Manic (MC) sector may be delegated to Bagotville during periods of military exercises.
Others Co-ordonate individually as required. Automatic hand-offs may be used for en-route traffic.
Consolidation:
Hauterive may assume control for the high-level airspace above it's sector if Gander and/or Moncton are closed. Manic (MC) is permanently assigned to Hauterive below FL280 except when delegated to the Bagotville MTCU for military exercises.

La Grande - GL

Description:
The La Grande sector is responsible for the high and low level airspace above the Abitibi-Témiscamingue and lower Hudson Bay as well as the high level airspace (>FL290) in the Northern part of the Toronto FIR. The sector sees considerable traffic en-route from the US midwest to Europe.
Co-ordination: 
Drummond (DD) Clear all traffic to FL280, transfer passing FL250, or clear of conflict.
Granby (GR) Clear all Montreal terminal arrivals to descend to FL290 and transfer passing FL320 or clear of conflict.
Ensure CYUL arrivals are routed via OMBRE V352 MAIRE MAIRE arrival, and CYMX arrivals via BLAKK V3 CATOG CATOG arrival.

Fontagnes - FG

Description:
The Fontagnes sector is responsible for the high and low level airspace in the North-eastern part of the FIR. The sector sees considerable traffic en-route from the US midwest to Europe, and will co-ordonate Oceanic clearances for northern NATs. Almost all of the low level airspace in uncontrolled below FL180, so this sector doesn't manage amy arrivals or departures except to Kuujjuuaq.
Co-ordination:
Gander (QX-FX) Clear traffic entering Gander's airspace vertically to FL280, transfer passing FL250, or clear of conflict.
Gander Oceanic (OC-N) Ensure all eastbound aircraft have received their Oceanic clearance at least 30 minutes prior to entering Oceanic airspace. Pilots may be transferred to Gander clearance, or the clearance may be relayed.
Others Co-ordonate individually as required. Automatic hand-offs may be used for en-route traffic.
Consolidation:
Fontagnes may assume control for the Brevoort sector.

Brevoort - BZ

The Brevoort sector is responsible for the high and low level airspace in the far North of the FIR. The sector sees considerable traffic en-route from the US midwest to Europe, and will co-ordonate Oceanic clearances for northern NATs. Almost all of the low level airspace in uncontrolled below FL180, so this sector doesn't manage amy arrivals or departures except to Kuujjuuaq.
Co-ordination:

Manic is a virtual sector situated to the North-East of the Bagotville MTCU.

Consolidation:
Manic shall always be consolidated using one of the two following options:
1 - Airspace FL290 and above shall be assumed by La Grande sector (GL) and airspace FL280 and below by Hauterive (HV).
2 - When military training exercises. are in progress the entire Manic sector may be assumed by the Bagotville MTCU.

Lauzon - QE

Description:
Lauzon is a virtual sector situated above the Quebec TCA.
Co-ordination:
Boston Clear departures via LABRE and PINTE shall be cleared to FL280 or flight planned altitude, whichever is lower. Hand off directly to Boston.
Bagotville (BG) Bagotville arrivals shall be cleared to 14'000ft.
Consolidation:
When Montreal ACC is not open Quebec Terminal (QC) shall assume Lauzon (QE).
When the Montreal ACC is open the sector will be consolidated with Granby (GR) by default, but may be delegated to Quebec Terminal (QC) if workload requires.
